He talks quite a lot. Not exactly nice but not mean either. He is blind but it doesn't really slow him down. Also he is married to the German Empire (and he, G.E. is also personified.)
Talks in long, winding sentences with careful emphasis; blind to detail but never to people, occasionally delivers wry asides and steadies the room with calm certainty.
