To erase his own guilt and suffering.* When he was young, his sister Perla and Weather Report fell in love, and Pucci's actions led to both of their ruin. He has carried that guilt his whole life. He believes if he achieves Heaven and creates a world where fate is known, then that tragedy was predestined and he doesn't have to feel guilty anymore. He wants to justify his past. *4.
