Error is, as her name indicate, an error. She shouldn't be there but she is. Not everyone can see her and not in the same way. Some have a view on her more buggy and others see her more human. Her whole existence is watching other lives as she can't have an actual life on her own. She is curious and wants to understand what she doesn't about life.
