In spite of Frank's lifestyle and choice of job, he seems to be a relatively decent guy. Often times he teters on the edge of villainy, but never seems to personally enjoy bringing misery to others, nor does he have any greater affilition with the cult like other adults in the town. In a way, this could make him into an anti-villain, being a character who does villainous acts, yet isn't a vile or rude person in their own right. The strongest showcase of this is with Skid and Pump, who he is extremely kind to as a result of knowing Skid's mother and Pump's father when they were children. Frank constantly offers them free rides to wherever they want to go, and gave them free ice cream when they asked for it. He considers himself to be an uncle to them, and was genuinely upset when Father Gregor prevented him from giving them a ride.
