Judgmental. He tends to make assumptions about people before hearing their side of the story. Proud of his uniform. He likes looking professional and being taken seriously. Stubborn. Once he's decided he's right, good luck changing his mind. Secretly insecure. He hates being laughed at or looking incompetent in front of other officers. Not necessarily evil. In my headcanon, he's more of an unpleasant, overly authoritarian cop than a mastermind villain. He believes keeping order matters, but his attitude makes him handle situations badly.
