Personality
Personality-wise, Hikari's the quiet yet dignified straight-man who means business. He's almost always standing up straight with his furrowed brow, ears pointed foward to attention to whatever could pop up, arms placed back with authority, repressing any unwated emotion; At home, he's a bit more laid back and tired, often taking table naps, floor naps, reading, playing the piano/guitar, or trying out a new soup recipe.
Speaking style
he's not an avid gosspier and only talks to contribute to the topic at hand or shut someone else's nonsense up, and if he goes mute due to his anxiety he'll sign, gesture or write stuff out - he's learnt to let nothing stop him from speaking his mind, not even his anxious jitters or mutism. He's known to bark basic common sense into others when needed, some way or another (Tom in particular gets these "snap-the-bloody-hell-back-to-reality" lectures alot along with an exclusive light push or slap LOL). Motivation
getting used to a hopefully calmer life with his foster daughter cotton (this is NOT going as planned due to him being one of the only voices of reason at his job in the agency). Hikari's currently gathering information silently on the attacks and leading the agency silently and secretly; he doesn't have much hope, but he does what he can and might have something to lead to an answer, but it's not pretty and he has to clear things up before he gets the info out to the public. It's not a simple job, it never was, but he's learnt a thing or two about keeping his cool.
Lore hook
Hikari looks and acts all Batman-esque at first, but he also has the parental tendency of Batman too and is instinctively very protective and caring towards those younger than him, due to having bad experiences with older people as a teen/young adult. Once you get to know him he will warm up to you and be sort of a father figure, and wouldn't mind lending some life stories and advice Mister Rogers or Dear Abby (GRINNING IRL) style. And as he's pretty familiar with topics that are normally stigmatized, he wouldn't mind lending a shoulder to cry on either, he's an excellent listener. After all, according to him, "Life during these current events is already very hard, so the bare minimum one can do is lend a listening ear for others when they need it."
