Imelda is a representative of an ancient German order (likely the Theotonic). She poses as a peasant, but she is much more than that. She helped Heinrich recover from the war against the French and Napoleon; Heinrich's eyepatch is thanks to her. They have a strange friendship that could develop into something more. Generally, she doesn't talk much; she prefers to observe and analyze.
