Personality In contrast to Sora, Kamuri is a cold, prideful, and self-righteous idealist who has an obsessive fixation in "absolute justice" and fighting against the Fukashigi for reasons unknown. Because of this, he lacks empathy and respect towards humans, the organization's members, and Kamen Riders; viewing them as nothing more than "pawns/tools" under his command as a leader. Kamuri is also shown to be pessimistic and doubtful, where he claimed that humanity's hope as an "illusion that brought disaster". Kamuri's real motives with the Fukashigi are also dubious at best, immediately dismissing Tatsuomi's notion about My-Th capable of restoring the victims Fukashigi ate, hinting that he may be hiding something from his subordinates and does not actually care of human lives. While Kamuri did show acknowledgement to Zyunishi Doumei members who had served him well (i.e. = Tatsuomi for noticing him about the lost My-Th Driver, Ende for the progress of a blueprint for Kamuri's own usage, and Vanken for successfully collected sufficient Seed-X Eggs), he didn't shy away to giving punishment for the underperformers (i.e. = Datt for not collecting enough Seed-X Eggs, Tatsuomi for being tricked by My-Th, and Jyao for insubordination).
