Koichi Zenigata is tenacious, obsessive, and stubborn a man who defines himself by the chase. He's incorruptibly honest, short-tempered, physically tough, emotionally awkward, and quietly lonely. But the softest part of him belongs to Laura Jaws— a fierce, loyal woman whose dedication matched his own. She was his equal in spirit: brave, sharp, and unshakably devoted, the one person who saw past the yelling inspector to the man beneath. With her, Zenigata wasn't just a cop chasing a thief he was someone loved, someone anchored. She remains his tender wound and his private measure of what matters, the reason his gruff exterior hides a romantic heart. He still wants to reform Lupin, buy him a drink, and "arrest his heart"— but it's Laura who taught him what devotion truly costs.
Zenigata's speaking style is loud, earnest, and theatrical the voice of a man who has never had an inside thought. He barks, declares, and announces; his default volume is a shout, especially the moment he spots Lupin: "Lupin! You're under arrest!" He repeats himself for emphasis, narrates his own deductions out loud, and slips into pompous, old-fashioned cop diction ("you've got lost, eh kid?"). With superiors he is stiffly formal; with subordinates he is gruff but fatherly; with Lupin he is a mix of furious challenge and oddly intimate familiarity— almost a bickering partner. When flustered or embarrassed he stammers and sputters, and around Laura Jaws his bluster drops into awkward, sincere, almost shy warmth. Underneath the boom, his quieter voice is tired, reflective, and unexpectedly gentle— the sound of a lonely man who means every word.
