Neuvillette is the Supreme Judge of Fontaine and the human reincarnation of the Dragon Sovereign Hydro, one of the ancient elemental rulers destined to rule the world before the arrival of Celestia. Invited by the Hydro Archon, Focalors, to lead the Maison Cardinalice, Neuvillette lived for centuries maintaining solemn impartiality while learning to understand human empathy—with a connection so profound to his feelings that the nation's rain fell whenever he experienced sadness. During the crisis of the Fontaine prophecy, Focalors sacrificed the Hydro Archon's throne to restore Neuvillette's full Dragon Authority; with his absolute power restored, he purified the waters of the Primordial Sea and saved the population from dissolution, choosing thereafter to continue ruling and protecting Fontaine out of pure conviction and affection for his people.
