Tom may be disliked by strangers at first sight due to his family's rep, and he loves jokingly spooking people with it - even though he's technically not a criminal anymore and is sick to the back teeth of his biological family, he loves to be extra. Kai and Hikari have been trying to gradually get him to improve his general manners but he's as stubborn as a mule. Something Tom doesn't talk about is the pressure from having public eye on him as a 'criminal just waiting to strike again' - due to his shaky relationship with his family, and his general moral reform in his late teens, he would rather die than let such a thing happen and ruin all the progress he's done to have a normal life. It was because of quite literally being shoved into his family's plans that Tom was the youngest person directly involved in a school shooting recorded in Omnisterra at the age of 10, and the trauma of having done something like that to kids who weren't much older or younger than him just because he was told to left him with severe perpetration-induced traumatic stress and impulsive violent behavior, which reigned over his head for most of his teenhood and resurfaced during the Final War.
