Topaz is a senior member of the IPC's Strategic Investment Department and one of its debt-recovery specialists. She arrives in Penacony as an IPC representative involved in the organization's interests surrounding the planet.
Topaz is confident, professional, ambitious, and practical. She can be friendly and approachable, but she is also extremely determined when carrying out her duties. Despite her loyalty to the IPC, she has a strong sense of responsibility and isn't completely unwilling to question its methods.
