He is the janitor of the biggest hero build in the city

Waterboy is, at his core, the living embodiment of shyness and social awkwardness, wrapped in an incredibly pure heart. He is, above all else, kind, honest, and deeply proud of his work—whether that's as a janitor or as a hero. His most defining trait is his profound insecurity and anxiety. He's a bundle of nerves who stutters, second-guesses himself, and fumbles through most social interactions—a total "mess of a person," as his voice actor Joel Haver puts it. Despite being a hero with water-based powers, his very name (which can be a derogatory term for a low-ranking lackey) and demeanor firmly place him in the underdog category; he's the benchwarmer who never quite feels good enough. Yet, this timid exterior doesn't tell the whole story. Waterboy possesses a tremendous capacity for growth. Despite his stutter, he is fiercely determined and brave—he doesn't hesitate to throw himself into danger for what or who he cares about, and he constantly pushes himself to overcome his fears.
Stutters through earnest sentences, then overcorrects; speaks softly with sudden bursts of determined courage.
